NYSCOPBA and PBANYS vacation balance update: Leave accrual cap changed to April 1

The New York State Office of Employee Relations has shared the following information, which is relevant to SUNY New Paltz employees who are represented by the New York State Correctional Officers & Police Benevolent Association (NYSCOPBA) and the Police Benevolent Association of New York State (PBANYS) bargaining units:

In the recently negotiated collective bargaining agreements between the State of New York and the unions representing the State’s three security units – the Security Services Unit (SSU), the Security Supervisors Unit (SSpU) and the Agency Police Services Unit (APSU) – the longstanding Oct. 1 vacation leave accrual cap was changed to April 1.

In accordance with our Agreements, effective April 1, 2025, employees in the SSU, SSpU and APSU who are entitled to earn and accumulate vacation leave credits may accumulate such credits up to a total of 40 days, but their balance cannot exceed 40 days on April 1.

This means that the vacation leave accrual balances of covered employees can exceed 40 days on and after Oct. 1, 2024, until April 1, 2025.

Accordingly, vacation balances that exceed 40 days on Oct. 1, 2024, should not be cut down. Rather, employees in these bargaining units will have their vacation balances in excess of 40 days cut down on April 1, 2025, and every April 1 thereafter.
