Classified Employees April 2020 Longevity Payment, Performance Advance and Salary Increase

The April 2020 Longevity Lump Sum (LLS) Payment and the check will be issued 4/15/2020.


Summary by Bargaining Unit

CSEA:

Longevity Lump Sum Payment – Payment is effective 04/01/2020 and will be processed in a separate paychecks dated 04/15/2020 (Admin PP26L).

Longevity Lump Sum payment eligibility criteria:

  • Is Active, on a Leave With Pay or on an Unpaid Military Stipend Leave in a BU02, BU03, BU04 or BU47 position on 03/31/2020; and
  • Has five (5) or more years, ten (10) or more years, or fifteen (15) or more years of continuous service* at a base annual salary equal to or greater than the Job Rate of the employee’s grade (based on the 04/01/2019 Salary Schedule) as of 03/31/2020; and
  • Did not receive an “Unsatisfactory” evaluation on their last rating date.  Employees who were not rated or not reported as “Unsatisfactory” in PayServ during the period will receive the payment.

Chapter 165 of the Laws of 2017, which implemented the 2016-2021 Agreements between the State of New York and the CSEA, provides for payment of the 2020-2021 Longevity Payment effective April 2020 a one-time, lump sum payment in the amount of $1,500, $3,000 or a NEW amount of $4,500.

Performance Advances – Payment is effective 04/02/2020 and check date 04/29/2020.

Salary Increases – Payment is effective 04/02/2020 and check date 04/29/2020.

Chapter 165 of the Laws of 2017, which implemented the 2016-2021 Agreements between the State of New York and the CSEA, provides for a salary increase of two percent (2.00%) for fiscal year 2020-2021.


PEF:

Longevity Lump Sum Payment – Payment is effective 04/01/2020 and will be processed in a separate paychecks dated 04/15/2020 (Admin PP26L).

Chapter 8 of the Laws of 2017, which implemented the 2016-2019 Agreement between the State of New York and the PEF, provides for payment of Performance Awards (Longevity Lump Sum Payment) as a one-time, lump sum payment in the amount of $1,250 or $2,500.

A side letter to the agreement dated Oct. 19, 2016 states that employees who were eligible for an LLS payment in April 2019 shall continue to receive LLS payment in each succeeding April, at the same rate received in April 2019, until a successor agreement is negotiated. Payments will be made to such employees in April 2020 provided they continue to meet the eligibility criteria.

The letter further states any employee who becomes eligible for an LLS payment for the first time after April 1, 2019 shall not receive the payment until a successor agreement is negotiated.

Performance Advance – Payment is effective 04/02/2020 and check date 04/29/2020. Has completed one (1) year of service in such grade by 04/01/2020; and Did not receive a performance advance in October 2019.

Please note:

Due to the issues surrounding COVID-19, OSC has implemented changes in how the April 2020 Longevity Lump Sum payments will be processed.

In order to reduce the physical handling of the Longevity Lump Sum (LLS) checks, OSC will process these payments via Direct Deposit. For employees that do not have Direct Deposit, this payment will continue to be processed in a separate paycheck. We have been previously notified that New York State Payroll will mail paychecks starting the week of 3/23/2020 to the address on the paycheck.

1) Please verify with the payroll office that your address is correct

2) sign up for Direct Deposit in order to avoid the risk of your branch bank not being open and

3) sign up for New York State Payroll Online so that they can receive their Direct Deposit Advice electronically.  A link to the Direct Deposit form is below:

PBANYS:

Performance Advance – Payment is effective 04/02/2020 and check date 04/29/2020.


NYSCOPBA:

Dues Increase – Changes will be effective in paychecks dated April 29, 2020 (Administration).

Performance Advance – Payment is effective 04/02/2020 and check date 04/29/2020.

The following Chapter Laws provide for payment of performance advances on April 1 to eligible employees based on the appropriate 2019 Salary Schedule (BUs 01 and 21), 2015 Salary Schedule (BUs 61 and 91) or 2014 Salary Schedule (BU31).

Chapter 24 of the Laws of 2019 implemented the 2016-2023 Agreement between the State of New York and the NYS Correctional Officers and Police Benevolent Association, Inc. (NYSCOPBA) for interest arbitration eligible members of the Security Services Unit (BU01) and interest arbitration ineligible members of the Security Services Unit (BU21).

Chapter 15 of the Laws of 2012 implemented the 2005-2015 Agreement between the State of New York and the Police Benevolent Association of New York State, Inc. (PBANYS) for members of the Agency Police Service Unit (BU31).

Salary Increase – Payment is effective 04/02/2020 and check date 04/29/2020.  Pursuant to Chapter 24 of the Laws of 2019, which implemented the negotiated 2016–2023 agreement between New York State NYSCOPBA Security Services Units (Bargaining Units 01 and 21), provides for a salary increase of two percent (2.00%) for fiscal year 2020-2021.
