“Quality Matters Rubric Standards 2011-2013 Edition with Assigned Point Values.”  A useful rubric from the Quality Matters Program at MarylandOnline that is largely applicable to all instructional situations, but that does include some criteria that is specific to online instruction and/or teaching with technology.
